A huge flood swept away the homes of all the small animals in a forest. The lion king announced that all the affected animals would be given “aid”. An eagle was appointed as the officer for this task because he could see everything from a great height.
An old tortoise, whose house had been completely destroyed, arrived at the eagle’s office with a request for aid. The eagle showed a long list and said:
“First, get the fox to confirm that you are really a tortoise, then get the owl to write that your house has really been washed away, and finally get the monkey to stamp this file.”
The poor tortoise wandered from one office to another at his slow pace. Every time he arrived with a file, some new objection was put forward.
• The fox said: “Your back is not clearly visible in your picture, get it drawn again.”
• The monkey said: “The stamp fee is ‘two dozen bananas’, which you will have to give to my nephew.”
The tortoise spent two years in this cycle. During this time, many “paper” houses were built in the eagle’s office and all the aid money disappeared. When the lion king audited, the eagle showed thousands of files and said: “Your Majesty! We have distributed all the money, look, everyone’s signatures are there!”
The truth was that the eagle and his colleagues had already digested the aid themselves by creating fake files. When the tortoise finally arrived with his file completed, he was told:
“Congratulations! Your file has been approved, but unfortunately the ‘funds’ have run out. Now wait for the next flood!”

1. Red Tape: Making the common man walk miles even for legitimate work and keeping him trapped in a maze of paperwork.
2. Corruption: The monkey’s “banana fee” is actually a symbol of the bribery that has to be paid at every table.
3. Paperwork: Showing everything “OK” in government records while nothing happens on the ground.
4. Relief disappears: Aid that comes in the name of the poor ends up in the pockets of big officials and influential people.
